Bizarre things happen inside a flooded Berlin in the near future. There is water up to the first floor of buildings, yet life goes on, oscillating between catastrophe and catharsis. The inhabitants of the city have achieved changes by necessity; they share their space with plants, do futuristic research on algae and have installed a local food and energy supply on the roof to be autonomous.

Filmed partly in a model, the film explores the poetic and laconic atmosphere of different futures that we can approach from where we are now, hopeful and dreadful ones. The fiction of a flooded Berlin and the resulting consequeces is a way of researching the extends of possible change in cities and of thinking about new ways of development, using filmic methods of combining and composing spacial fragments from remote sites into a coherent but new esthetic context.
